Pre-Transfer Programs

The College of Southern Maryland and Old Dominion University have a Guaranteed Admission Agreement (GAA). Students enrolled at CSM who desire to participate in the Guaranteed Admission Agreement may submit a Letter of Intent to Transfer:

• After completion of at least 15 transferable credits and a 2.5 grade point average;
• Before 90 days prior to graduation from CSM. 

Only students with intention to complete one of the following are eligible to submit the Letter of Intent and thereby participate in the Guaranteed Admission Agreement:

• Intention to complete a transferable associate degree prior to starting classes at ODU (Associate of Arts or Associate of Science).
• Intention to compete an approved Associate of Applied Science degree designed and approved as part of the ODU/CSM articulation agreements. 

Eligibility:

• Meet all admission requirements
• Be in good standing with all current and previous institutions, and able to meet the expectations of ODU's honor code of ethics
• Meet all course/degree requirements outlined in the relevant articulation agreement for the CSM degree
• Earn a grade of "C" or higher in each community college course applicable to the transfer-oriented (AA or AS) or articulated applied associate (AAS) degree program
• Graduate with a minimum of a 2.5 cumulative GPA in a transfer-oriented (AA or AS) or articulated applied associate (AAS) degree program from CSM
• Enroll at ODU within one year of completing the transfer-oriented associate degree (AA or AS) or articulated applied associate (AAS) degree.

How to Apply

• Submit a Letter of Intent to Transfer
• Apply to ODU after completing 15 credits at CSM with a minimum GPA of 2.5
• Apply to ODU for the term following the expected completion term of your associate degree
• Follow application processes and deadline dates for special programs, i.e. nursing.

You will still need to submit a regular application for admission in order to be admitted to ODU. The Letter of Intent does not act as an application.

Students interested in transferring to Salisbury University for Social Work are highly encouraged to apply for the Step Up Program. The Step Up Program provides structured pre-transfer advising to students throughout their community college enrollment. Key elements of the program include:

• A minimum of two pre-transfer advising appointments with the transfer advisor at the Salisbury University (one appointment upon enrolling in Step Up and one appointment in the semester prior to transfer).
• A minimum of two pre-transfer advising appointments with an Academic Advisor at CSM (one appointment upon enrolling in Step Up and one appointment in the semester prior to transfer).
• Ongoing advising support for all students participating in the Step Up Program.
• Targeted email communication regarding key transfer information (e.g., application deadline reminders, scholarship information, internship information, etc.).
• Coordination between the community college and Salisbury University designed to support students in their transition to the four-year school.

To be eligible for Step Up:

• Must have earned their high school diploma or GED equivalent.
• Matriculate to CSM.
• Desire to pursue a Social Work degree through Salisbury University either at the University System of Maryland at Southern Maryland satellite location, or the main campus location.
• Students may apply to Step Up as early as their first semester at CSM and should apply no later than their second-to-last semester at CSM. Applications may be submitted on a rolling basis.

STEP UP APPLICATION

The STEP program is designed to give College of Southern Maryland students an edge on completing their bachelor’s degree at St. Mary’s College of Maryland (SMCM) while saving both time and money. 

Benefits

• STEP students may take classes at SMCM with a 50% discount on billable SMCM tuition and any mandatory fees. Students can take one course a semester, for a total of four courses at SMCM.
• SMCM will send copies of SMCM transcripts free of charge for STEP students to CSM at the end of the fall, winter, spring, and summer semesters. 
• STEP participants will be able to utilize campus tutoring services specifically related to their SMCM courses.
• STEP participants will receive a SMCM ID card and will have access to the SMCM library, recreation facilities, and campus student events while enrolled in SMCM courses.
• STEP participants will also be permitted to obtain a per semester parking decal at no charge. 
• Application fee is free. 

Eligibility

• Complete the STEP Interest Form. 
• Possess a 2.75 cumulative college GPA and have completed a minimum of 15 college credits prior to enrolling in your first STEP semester. These 15 credits may come from multiple institutions.
• Provide your most recent academic transcript (including any in-progress coursework) for review prior to the semester you are planning to participate.
• When you wish to transfer to SMCM you complete the Intent to Enroll Form by the application deadline date for the entry term of interest and shall meet the minimum SMCM admission requirements. The application fee is free to you.

Please note that St. Mary's College of Maryland requires the COVID-19 vaccine for all students. If a student chooses to take a course at St. Mary's College of Maryland through the STEP program, they will be required to submit proof of vaccination to St. Mary's College of Maryland. This vaccination requirement is separate from the College of Southern Maryland. Students who choose to take a course a St. Mary's College of Maryland through the STEP program will need to go through St. Mary's College of Maryland's vaccination approval process, separate from CSM.

Temple recognizes that students access their undergraduate education through different pathways. Temple’s Dual (or Guaranteed) Admissions program is our partnership with participating two-year institutions through which you can enroll at Temple.

Benefits

• Guarantees admission to most majors at Temple. 
• Academic scholarships based on full-time enrollment at Temple (enrolled in 12 or more credits per semester): Students with a 3.30-3.64 final CSM GPA will receive $1,000 per year (up to $3,000 total). Students with a 3.65-4.0 final CSM GPA will receive $2,000 per year (up to $6,000 total). Students must select a specific school or college major (not undeclared). Admission into some competitive Temple undergraduate majors (e.g., art, architecture, music, dance, nursing, and health information management) is not guaranteed and depends on specific school/college requirements that are not affected by this agreement. 
• Academic scholarships based on part-time enrollment (enrolled in 6-11 credits per semester): Students with a 3.30-3.64 final CSM GPA will receive $500 per year (up to $1,500 total). Students with a 3.65-4.0 final CSM GPA will receive $1,000 per year (up to $3,000 total).
• All scholarships may be renewed each year for up to three years, contingent upon the students maintaining a 3.0 cumulative Temple GPA and continuous enrollment. This scholarship is separate from the New Student Transfer Scholarship that may be awarded to qualified transfer students. Qualified transfer students may be eligible for both scholarships.

• Graduate with an approved associate degree (AA, AS, AAT, or ASE)
• Earn a GPA or 2.3 or higher.
• Submit the non-binding "Dual Admission Intent to Enroll" form before earning 30 credits.

A new BeeLine program allows eligible community college students to apply for and be admitted to the University of Baltimore while still enrolled at a Maryland community college, which give you the opportunity to take advantage of unique transfer student benefits and services.

• pre-transfer advising (with a UB academic adviser once per semester)
• invitations to financial literacy workshops
• UB’s recreation facilities (limited hours of access)

• the Robert L. Bogomolny Library, inter-institutional book loans, and select online research databases

• student BeeCard benefits and discounts at the Hive campus store and select local businesses
• recognition at commencement as a BeeLine student.

Eligibility

Students interested in the BeeLine program will apply for admission to the University of Baltimore during their time at the community college. Their admission to UB will be provisional, if eligible, until they indicate they are ready to transfer to UB. At that time, a formal admission decision will be made. To be eligible for the BeeLine program, students must:

• be enrolled as a degree-seeking student at a participating community college
• maintain enrollment at the community college, with no break longer than two consecutive semesters (not including winter or summer)
• complete the online application for UB's BeeLine program.
• be admitted to UB, as per stated UB admission requirements
• meet additional criteria as determined by their community college.

To complete the BeeLine program, students must:

• be awarded an associate degree (A.A., A.S., A.A.T., A.A.S., A.S.E.) from a partnering community college
• meet admission requirements and be eligible for admission to the University of Baltimore
• submit all required admission documentation to UB
• complete the FAFSA, if able to do so.

The Transfer Student Alliance (TSA) offers eligible College of Southern Maryland students who intend to earn a bachelor's degree at UMBC upon completion of their associate degree at CSM the opportunity to benefit from joint programmatic efforts, shared resources, and other privileges while still enrolled at CSM. Upon successful completion of the program and initiation of transfer to UMBC, eligible students will be guaranteed admission, scholarship, and housing.

Benefits

• Guaranteed transfer admission to UMBC. Please note that selected programs may have additional requirements for students to pursue the intended course of study. Students must meet all other eligibility requirements for admission to UMBC.
• Priority advising and registration on designated New Student Orientation day.
• Guaranteed on-campus housing in upper-class student housing community upon initial matriculation.
• $1,500 merit scholarship for each of two years of full-time study. This award can be accepted with other UMBC merit award offers. View our Memorandum of Understanding (MOU).

Eligibility

• Earned 12 to 35 college credits.
• Maintain a 3.0 GPA or higher.
• Submit the Transfer Student Alliance Application.
• Completion of an associate degree with a minimum cumulative 3.5 GPA within four years of initial Transfer Student Alliance program qualifications.
• Enrollment at UMBC within one year of completion of associate degree.
• Not matriculated at any other institution of higher education after program acceptance.

The Maryland Transfer Advantage Program (MTAP) is designed to ensure that CSM students are well prepared for seamless transfer to University of Maryland, College Park (UMD) and that they are well prepared for success when they get there. MTAP helps students that want to begin and complete their college education in the State of Maryland.

Benefits

• MTAP students may take classes at UMD with a 25% course-tuition scholarship during the Winter and Summer terms while enrolled at CSM.
• Guaranteed UMD admission contingent on meeting the eligibility requirements. Please keep in mind that this guarantees admission to University of Maryland, College Park, not Limited Enrollment Programs within UMD. Limited Enrollment Programs (LEPs) have additional requirements that students must meet in order to be considered eligible for admission into these majors.

Eligibility

• Graduated high school prior to applying for the program. 
• Apply one year prior to your desired transfer semester (for example, apply no later than Fall 2020 if you intend to transfer for the Fall 2021 semester).

• Students must participate in MTAP for a minimum of one semester before transferring to UMD. To complete the program requirements and successfully transfer to UMD, students should work closely with a CSM advisor to meet the following minimum criteria:
  • Complete 30 college credit hours or earn an associate degree from the College of Southern Maryland.
    • Credits earned at another two- or four-year institution can be used to meet the MTAP requirements, as long as the last 15 credits are completed at CSM. 
  • Complete fundamental studies in English and mathematics.
  • Earn a minimum cumulative GPA of 3.0 or a B average from all previous institutions attended.
    • AP/IB credits can be used to satisfy the fundamental English and Math courses required for MTAP, however, they will not count towards the overall 30 college credit hours required to complete MTAP or apply for transfer admissions to the University of Maryland. Original AP/IB test scores must be sent directly from the testing agency to the Office of Undergraduate Admissions.
  • Adherence to all admission policies in addition to the academic stipulations already listed.
  • Submit a completed UMD transfer application by the early action deadline following the semester in which you'll complete all MTAP requirements. 
    • MTAP applicants are required to submit updated official transcripts from all previously attended institutions.
  • Students are eligible to apply for MTAP Guaranteed Admission Transfer for the early action deadline following the receipt and posting of final grades for all required 30 semester credits. If you've applied for MTAP prior to earning grades for any credits, you would likely be eligible to transfer to UMD while in progress of your third semester. This would require applying by the early action deadline. A complete application requires all materials, including transcripts, must be post-marked by our office by the early action deadline.

Ineligible applicants:

• Spring admitted freshman
• Students who are re-enrolling at the University of Maryland
• Students currently enrolled at a four-year institution
• Students who have been academically dismissed from the University of Maryland
• Students who apply for MTAP and admission to the university at the same time
• High school students who are dually enrolled at a community college
• Students who have previously earned a bachelor's degree

The College of Southern Maryland has entered into an agreement with University of Maryland, College Park, to allow CSM students the opportunity to participate in the Southern Maryland ENTRY Program.

The ENTRY Program is designed to provide structured pre-transfer advising to students throughout their community college enrollment. Key elements of the program include:

• A minimum of two pre-transfer advising appointments with the transfer advisor at the A. James Clark School of Engineering (one appointment upon enrolling in ENTRY and one appointment in the semester prior to transfer).
• A minimum of two pre-transfer advising appointments with the pre-engineering coordinator at CSM (one appointment upon enrolling in ENTRY and one appointment in the semester prior to transfer).
• Ongoing advising support for all students participating in the ENTRY Program.
• Targeted email communication regarding key transfer information (e.g., MTAP information, application deadline reminders, scholarship information, internship information, etc.).
• Coordination between the community college and A. James Clark School of Engineering designed to support students in their transition to the four-year school. 

To be eligible for ENTRY:

• Must have earned their high school diploma or GED equivalent.
• Matriculate to CSM.
• Desire to pursue an Engineering degree through the University of Maryland, College Park, at either the UMD main campus, the University System of Maryland at Southern Maryland (USMSM), or the Universities at Shady Grove (USG).

Students may apply to ENTRY as early as their first semester at CSM and should apply no later than their second-to-last semester at CSM. Applications may be submitted on a rolling basis.

ENTRY Application

• UMGC will accept students who have attended or graduated from the College of Southern Maryland with an associate degree if the students completed and submitted UMGC's application for admission and have met UMGC's admission criteria.
• Accept all of the general education coursework from CSM and apply those credits toward the requirements of the bachelor's degree at UMGC.
• Accept a minimum of 60 credits that the student earned at CSM.
• Provide Dual Admission Program graduates junior class status (60-70 credits) with respect to registration)
• Accept up to 45 credits in transfer through CSM's documented prior learning and high school articulation agreements, as applied to the associate degree. 
• Provide full-time students admitted to UMGC with third-year (junior) status the opportunity to complete a bachelor's degree at UMGC within two academic years provided the student completes the appropriate associate degree at CSM and completes and appropriately sequences his/her remaining course work at UMGC.

To qualify for the Degree Forward Program, CSM students must:

• Complete the University of Maryland Global Campus (UMGC) Degree Forward Release Form prior to completing 45 credits at CSM.
• Complete an associate degree at CSM.
